Introduce support of Open API 3.1.0

Currently IRIS supports export of Open API(swagger) specification of the REST API version 2.0

The latest version is 3.1.0 which

  • Better support for modern RESTful practices

  • More expressive API definitions, especially with request bodies and content negotiation.

  • Increased reusability and flexibility.
