Fix bugged %JSONIGNORENULL parameter implementation

The %JSONIGNORENULL parameter was working as documented up to version 2020, after that version it does not work anymore.

The idea is to fix it as per documentation or, in case there are concerns in existing code that may rely on bugged implementation, fix it and change the default value from 0 to 1.
