offer a FILTER in OEX based on quality Reports

Differently to stars and reviews that are by definition single shot
exercise by user (no new review of the same user also after a new release)
are Quality Check Reports done periodically by experts.
So they aren't static but can and do change over time.

The summary presents 4 distinct ratings:

• Works - that's the goal to achieve

• Doesn't Work

  • could happen by errors in code

  • could be caused by system changes

    • no -m- versions available anymore

    • community license expired

    • Function call blocked in IRIS Native API on server side

    • 
      

  • some external resource was lost

    • no ws.//echoserver.... anymore only wss://echo...

    • Python library version mismatch

    • 
      

• Impossible to test

  • the package requires more resources then available or affordable

  • missing access rights (AI keys, ...)

  • missing external resources ( e.g. MTTQ, UDP, ...)

  • testing on external environments

  • GitHub repo vanished

• No report at all

  • to fresh for the revie cycle

  • missing explanation of what to verify

  • obvious risk to waste effort

  • subject out of scope o the reviewer
