Implement support for Apache Flink CDC.

Apache Flink CDC is capable of synchronizing data between sources and destinations from transaction log files (Oracle logminer, MySQL binfile, etc.).
The idea is to implement support for InterSystems IRIS using the IRIS Journal API.
