Option to CompileAllNamespaces() after failover to new version

When manually failing over from older version of IRIS to Newer version of IRIS by forcing a manual failover, it does not give enough time to run a CompileAllNamespaces() on the new version of IRIS before transactions start to process after failover.

It would nice that there would be an option in the event of an upgrade and failover that we have the ability to Compile before Failover. We cannot run it on the backup prior to the failover because the Namespaces are in Read Only.

    I like the idea of this happening automatically. Our process is to prevent productions from starting after failover so then you can run CompileAllNamespaces(). You can do this in Startup > 'EnsembleAutoStart' - set to false and it wont start productions on startup.
