Allow graphical editing of Interoperability components BPL, DTL and Business Rules in VS Code Merged

Use of VS Code to be able to use the graphical editors for BPL, DTL, Business Rules from within VSCode as there are often closely related to other code written in classes (eg Messages, Business Operations and Services).

Being forced to use 2 editors: VS Code and the Management Portal, or IRIS Studio is counter-productive for those of us that want to adopt/promote VSCode.
