Move tags to the top of the post/article/question in emails

Incoming emails from the Community could be more quickly parsed and either read or deleted by the user if the #tags are included at the *top* of the email rather than at the bottom.

Helping Community users more quickly identify email updates for topics of interest to them will help to save them time and make them more efficient in their Community involvement. Time saved on browsing the Community will mean more time in reading other emails, in development or other ventures. It's a stretch but I think this is within the bounds of the 2nd Idea-a-thon goal of making people more efficient ;)
