Force Auto-Tagging to ALL questions and articles

Actual tagging is often misleading or inappropriate.
The expectation is not to remove existing tags but to add useful related tags.
I see this as an excellent case for applying AI-based quality improvement.
I'd appreciate to have generated tags specifically marked.
